Aus Großbritannien erreichen uns heute erfreuliche Nachrichten. Dort entschied nämlich gestern der High Court of Justice, immerhin das höchste Zivilgericht für England und Wales, dass die Schließung kommunaler Bibliotheken unzulässig sei, da sie gegen den Grundsatz der Gleichberechtigung verstoße:

“Judge Martin McKenna ruled that, as the closures would hurt disadvantaged groups such as the elderly and the disabled, which is contrary to the conditions laid down in equalities legislation, the councils would just have to scrap their plans and think again. And he also made it crystal clear – as he quashed the closure decisions and told the councils to pay campaigners’ legal costs – that he was sending a message to other local authorities intent on restructuring their library services.”

Der Guardian kommentiert die Entscheidung für das öffentliche Bibliothekswesen nicht ohne Sympathie:  Campaign against library closures has scored a vital victory.

Die öffentlichen Rechtsbibliotheken des Tennessee Supreme Court wurden zum heutigen Tag geschlossen, was dahingehend erwähnenswert ist, dass die Ursache dahinter auch für andere Fälle typisch sein dürfte und uns sicher 2009 begleiten wird:  Das digitale Angebot und die damit ortsunabhängige Zugreifbarkeit auf diesselben reduziert die wahrgenommene Bedeutung der Bibliothek als Ort zur Befriedigung entsprechender Informationsbedürfnisse und macht diesen vergleichsweise teuer. Und teuer kann/will sich nicht nur der Supreme Court zu Tennessee nicht leisten:

“We were not getting our money’s worth out of it at all…The judiciary and lawyers have been re-evaluating the way they use legal libraries.

The cost of storage and keeping books updated are factors. It’s a different world now.”

Die Stadt Philadelphia schließt zum Jahresende 11 der 45 Zweigstellen ihres Bibliothekssystems und hat dabei offensichtlich übersehen, dass diese Einrichtungen bereits einen anderen Mangel kompensieren:

In many cases, public libraries are the de facto school libraries for children and teachers in Philadelphia. Years of budget cuts have left many public city schools without libraries – a separate disgrace. That has meant sending students and classes to the local public library – including some of the 11 branches targeted for closure – during the school day.

Die lokale Verwaltung weist in ihrer Rechtfertigung darauf hin, dass sich Schulbibliotheken und Öffentliche Bibliotheken in ihrer Ausrichtung unterscheiden:

Reardon argues that detail wasn’t considered because school libraries and their public counterparts have different missions. School libraries are part of the curriculum, and their staffs are integral members of teaching teams. Public libraries and their employees are not equipped to fully take on those tasks.

was allerdings wiederum als Kritikpunkt auf den Plan ruft, dass in der Praxis diese Trennung nicht gegeben ist: “public libraries often serve as the school’s ad hoc library system” Mehr im Philadelphia Inquirer: Those nagging details , der auch die Stellungnahme der Friends of the Free Library abdruckt: Alternatives to closings.

NBC berichtet passenderweise in einer Nachrichtensendung, dass der ökonomische Abschwung augenscheinlich eine Hausse der Bibliotheksnutzung als Folge hat und thematisiert dabei auch auf die Kürzungstendenzen, die es in den USA nicht nur in Philadelphia gibt:

The material will be taken care of in a first-class manner. As to the nostalgia that people feel for the days when studios were in many such non-movie specific businesses, we share it, too, and wish the world were still that way, but it’s a muddling of points to lump this change into laments about lost film history, as it’s not what it is.

Die Welt in Hollywood ist nicht mehr, was sie einmal war und 20th Century Fox kramt das Argument der sich wandelnden Zeiten hervor, um die Schließung seiner Spezialbibliothek zur Filmgeschichte zu rechtfertigen. Und fügt dann das des nicht tragbaren Kosten-Nutzen-Verhältnisses gleich mit hinzu:

However, 20th is claiming that the library is not used enough to justify its cost, and its “contents should be transferred to a more public resource so these materials are available to the entire film community rather than just confined to those on the Fox lot”.
